You
are required to transfer your out-of-state CDL to a West Virginia CDL
within 30 days of establishing residency in the state. You must turn
over your out-of-state CDL when you are issued a West Virginia one.

That depends on where you live. If there is a
DMV in your county, then you must renew in person. If there is not a
DMV branch located in your county, then you will receive information
a few weeks prior to your CDL expiration date on how to renew by
mail.
